Grant of Establishment Quota and Business Permit in Nigeria
Any foreign-owned or foreign-participating company that wants to operate in Nigeria must obtain a Business Permit and, if it plans to employ foreign nationals, an Expatriate Quota (also called Establishment Quota).
These approvals are issued by the Federal Ministry of Interior (FMI) through the Citizenship and Business Department, and they serve as the official authorization for foreign participation in Nigeria’s business environment.
The Business Permit grants a company the legal right to operate with foreign investment, while the Expatriate (Establishment) Quota allows it to employ specific foreign nationals for designated roles within the organization.
Understanding the Difference
Business Permit – Grants approval for a company with foreign participation to operate legally in Nigeria.
Expatriate (Establishment) Quota – Grants permission to employ foreign nationals in specific positions where qualified Nigerians are not available.
