Exporting crude oil or petroleum products from Nigeria is not something you can simply load on a vessel and ship out. There is a strict regulatory process designed to ensure transparency, proper measurement, and government oversight.

This process is supervised by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

If you are a licensee, lessee, or exporter of crude oil, condensate, natural gas liquids, or petroleum products, you must obtain three key approvals before export:

1. Export Permit

2. Vessel Clearance

3. Unique Identification Number (UIN)

Let’s break it down in a simple and practical way.

FIRST STEP
Before any cargo can leave Nigeria, the exporter must first obtain an Export Permit.

This is done through the Crude Oil Export Permit operated by the Nigeran Upstream Petroleum Regulatory Commission. During the application, the exporter must submit the required documents specified in the official petroleum measurement and quality guidelines.

These documents typically confirm:
1. The identity of the exporter
2. The crude stream being exported
3. The approved export volume
4. Compliance with petroleum measurement standards

Once verified, the Commission issues the Export Permit, which allows the exporter to proceed to the next stage.

Think of this permit as the government’s official approval to export a specific quantity of petroleum product.

SECOND STEP
After obtaining the export permit, the exporter must request Vessel Clearance before loading any cargo.

This is done through the Advance Cargo Declaration of the Nigerian Upstream Petroleum Regulatory Commission.

The exporter submits a Documentary Instruction (DI) which contains details such as:
1. Vessel information
2. Cargo details
3. Export volume
4. Export destination
5. Terminal where loading will occur

At this stage, the Commission carefully reviews the request.

They check two key things:
1. Identity Validation
The Commission confirms that the applicant is truly the holder of the export permit for the crude stream.

2. Volume Verification
They ensure the volume requested for export does not exceed the volume approved in the export permit.

Once these checks are successful, the Commission proceeds to issue the vessel clearance.

THIRD STEP
When vessel clearance is approved, the system automatically generates a Unique Identification Number (UIN). This number is extremely important. It acts like a tracking code for the entire export cargo. The vessel clearance notification containing the UIN is sent to the terminal operator and the export permit holder through the portal.

Where the Unique Identification Number (UIN) Appears?
The UIN must appear on all export shipping documents related to the cargo.
These documents include:
1. Bill of Lading
2. Certificate of Origin
3. Tanker/Cargo Manifest
4. Vessel Documentation

Any other document connected to the export. This ensures the cargo can be tracked and verified across all documentation.

When Vessel Clearance Can Be Refused.

The Commission may refuse vessel clearance if:
1. The information submitted is incomplete
2. The documentation provided is insufficient
3. The exporter submits false information
4. If the issue is incomplete documentation or missing information, the exporter can correct and re-submit the application without paying another processing fee.

However, submitting false information can attract penalties.
